Using <100 ISO instead of ND ?

Is it smart to use an ISO smaller than 100 instead of applying an ND filter for RAW video capture?
Do the lower ISO values through ML cause negative side effects somehow?

Pink highlights on H264... should be no effect on raw as digital gain doesn't apply.

No, it's not smart - iso 50 is just iso 100 pushed one stop, it thus looses dynamic range and will have the same blown highlights as iso 100. It's fine to have it just in case, but a good nd is the better solution, I guess these filters are very popular around videographers for a reason.

actually, they are pretty much the same answer,
1% is saying that using an ISO less than 100 won't have any effect at all on RAW (but answering your second question about side effects), ergo, there's no reason to use it, you will have to get some ND filters

it's digital, which means it's no different from applying it in post
