is it possible to portray the light of a lightning in RAW?

I know that rolling shutter on h264 made impossible some shots, like fast lights. does rolling shutter RAW do the same of h264 or it's better on RAW?

Pretty sure the rolling shutter is a hardware thing so I don't think ML can do anything to diminish it, if nothing else I think it possibly is a bit worse with Crop Mode and Dual ISO.

Same rolling shutter full frame raw cuz its the same sensor. Nothing to do with h.264
