Ok we have a 60D purchased a few months ago, went through the process to put ML 2.3 on an SDXC 128GB card. It works perfectly.

Went through the same process, with a new 60D we just bought (both have 1.1.1), new 128GB SDXC card, same brand etc. Same setup process. New camera will not boot ML.

Put the new card in the old camera, boots fine, old card new camera still nothing.

I have checked the Auto-Sensor setting to off, I am putting the camera into M. Using a legit Canon battery.

I am relatively new to this whole thing, and am really confused why this wouldnt work. Considering the identical models and firmware all being used.

Please help.

are you sure you started the FIR to set bootflag?
are you sure that you re-installed the (linked) firmware 1.1.1 to ensure its the correct build and not some special version?
