FPS and Shutter speed question

Just downloaded ML on my T3i.  I have it set to 30fps.  I haven't messed with shutter speed and in live view, it shows that it is shooting at 1/31.  Any idea why it would be shooting at that number instead of closer to 1/60?

FPS override limits shutter values, especially low fps.
