6d cbr bitrate control not found in movie menu

On the forums i have read "If you go into ML's 'Movie' menu and select the first item 'Bit rate CBR' this menu item then effectively changes the video bitrate"

However for me this is not the case, I cannot find it anywhere in the movie menu or elsewhere. Any help would be appreciated, thanks!
