Image Effects Removal

Hello everyone,
I was wondering if there's a way to get rid of the image effect (cartoon look in this case) and recover the original video file.
Otherwise does someone know a way to bring the cartoon look as similar as possible to a normal clip by editing?

2. Did you searched for cartoon effect? Have you Seen a similar result?

I looked for it but all the search result are not about removing the effect .....

Because you cant. Simple example: the result is 6. Whats the according calculation?

other example: Put an destructive effect on your picture (photoshop). Although you know the effect, you re not able to recover the main picture.

I know, I was just wondering if someone had the same problem and if someone has found a way to correct the effect just to get it as next as possible to the normal image
