FPS Override Overexposure under 5fps

I hope this isn't a duplicate question...
I have a 550d, and i'm am trying to take time exposures using the FPS override feature. Anything greater than 5fps works fine. But once i get to 5 fps, the video is starting to get overexposed, and gets worse as i continue to reduce frame rates. Once i get to 1fps and lower, the video is completely white washed.

This is not only normal, but generally desired as it is useful for low light scenarios and gives you a nice creamy motion blur.
You are in "low light" mode in FPS override, this feature increases the exposure time of every frame accordingly.
You will either got to get an ND filter, or simply switch to "exact frame" mode.

I should have also mentioned that I have tried switching up the optimization from low light, to exact frame rate, to the jellos, and the same situation exists in each setting.
