LOG file:2 different shutter speed values -relevant in any way for Premiere Pro?

Hi everyone,

currently I'm in the process of optimizing my settings. I'm working with t3i/D600, ML, and Premiere Pro.
In ML I've turned on movie logging for getting a LOG file of my recordings and this is how the LOG file
of my first test recording looks like - after manually formatting it decently (don't know why it was just 1 line before):



As you can see the ML output and CSV output display different shutter speed values.
I adjusted (1920x1080) 24 fps, but weirdly D600+ML after all made 23.976 out of it; so or so because of that
I tried to work with 1/48 shutter speed - doubling the fps value.
But in M mode the closest I can get to this is 1/50 - which I adjusted then - and in ML menu the closest
I can get to it is 1/46.9 - which I additionally adjusted then.
Live view mode displays that I'm working with shutter speed 1/47 - I assume that this is just
the ML value rounded up.
When I look at the video file on my computer I see that it's format is not 1920x1080, like adjusted, but instead 1920x1088.

Primarily I'm asking myself now:
Is this difference in displayed shutter speed of any relevance for further dealing with the video file?
For example, is there any setting option in Premiere Pro I should adopt to my shutter speed just like
in Premiere Pro I set fps value of the sequence settings to 23.976 according to ML LOG file?

Secondarily I'm asking myself:
What is my real shutter speed now anyway ? 1/46.9, 1/46.907, 1/47, 1/48, or 1/50?
What's my real fps? 24 or 23.976 ?
Is there any way to get exactly 24 fps with t3i/600D+ML ?
Is there any way to get exactly 1920x1080 with t3i/600D+ML ?
