500 D Frame rate question

Hi I owned T1i when it first became available......I sold it and upgraded to a T2i due to the 24p capability.
Now I am thinking I may buy a T1i since this ML firmware allows manual control.

My question is : Is it possible to shoot 24p 1080 video rather than the 20p?

Also what are the lowest shutter speed available in manual mode.
