Animation Layered On Top OF Video?

Hey guys I've been watching a few music videos lately and I've noticed this animation people use and it looks pretty awesome. Does anyone know exactly what tools or how one goes about achieving this look/effect?

Looks to me like a LOT of hard work doing "proper" animation and possibly drawing over individual frames in Photoshop (that's what I'd do anyway). It's time consuming but easy enough as all you do is trace the areas you wish to animate.

It is a technique called "rotoscoping"

There is a film "a scanner darkly" which is a pretty extreme example of it.

There's a couple of ways one could go about it.
Either export all the frames and draw on each one using your favourite photo editing software (Gimp, Paint.net, M$Paint).
OR
You I think programs such as "toon boom" and/or whatever adobe product does flash animation, allow you to import a video, (or any other animation program that allows you to import a video).
You can then do traditional animation and rotoscoping across it, using vector graphics, I would then export just the rotoscoped layer at your desired resolution in a lossless format, then combine them using video editing software.
OR
This I'm not sure about but either adobe premier pro or adobe after effects had some pretty extreme detection capabilities. Things like being able to detect people and cut them out from their background and it was near flawless. That could probably be used to cheat some.

Track drawn looking effects to the video.

Rotoscoping :P
I knew that some program allowed painting onto video frames.
Nothing on linux though as far as I'm aware, that's why I would do export frames to images and trace it all in gimp :P

Or you could try masking and the compositor in Blender. It's FLOSS and multi platform.
