Is JPEG Quality controllable?

The jpegs that the camera seems to produce are 4:2:2.
Is there any way to subsample at 4:4:4.
I was also going to say is it possible to go 4:2:0, but is that what the lower quality settings are for (I will have to try that).
Also is there ways to change the quality percentage, it sits around 97% or the like at the moment?
