HDR video on-the-fly decoder for windows?

I'm using vegas pro to watch and edit my HDR videos, which can blend frames (if 720p60 it'll be 30fps, if 1080p30 it'll be 15fps) without frame skipping when color adjustments on, anyone out there to code that kind a codec for windows?
