1080 vs 720 raw quality

Why is the 720 recording seem to take a huge hit on quality when shooting raw(in comparison to 1080)?
Now, I know that of course 1080 should be a better picture than 720.
But for some reason, it seems to me that 720 isn't even close in quality to the 1080 raw recording.
Am I doing something wrong? Is there a setting that maybe I've over looked?

Affecting quality how?  The actual DNG's should be fine at 100%, obviously smaller resolution, but the actual quality per se should be the same.
edit:  I'm pretty sure ML is cropping down to 720, not resizing down.

Blending into a movie for playback on a large display, 1920x1080 has 2073600 pixels vs 921600 pixels for 1280x720.  Here you will notice a quality difference.
