Emergency help with t5i

I have a Cannon T5I with the June 27 2017 114 ml firmware installed on it.
After lending the camera to a friend, I realized when I got it back, he had
formatted the card.

Now the T5I will not boot when a blank card is inserted, and goes black when I try
to insert a card after it is started. It still boots with no card though, but It seems to be missing the firmware menu.

What kind of steps can I take to restore the factory firmware to the camera,
get diagnostic information, or reconstruct a card that will boot?
