Weird blocking issue - Canon or ML?

Happy Independence Day to those in You Ess!

I'm posting here in the hope that someone might be able to let me know where on earth this weird video artifacting type issue is coming from.  If you look at the water (and ignore the cute raccoons digging for breakfast) you can see that there are some weird vertical lines in the gradations of the water, which stay in place relative to the backdrop, even when I moved the camera.   ???

This was shot in low light towards the sun which was still hidden, (less than 1hr after sunrise), on a 5D3 with 24-70L f2.8 at 1080p and something like f4 with the camera working everything else out.  I'm 90% certain ML was active as I was using the focus zebras and had the volume level indicators at the top of the screen:

Aliasing? Test out Mlv App and its latest smooth aliasing feature.

Actually I don´t see any aliasing, nor any kind of blocking. Only the reflections of the background buildings in a slightly out of focus image.

Ohhhh!   Oh.  Yes.   Now I feel very stupid.  :)

I guess what threw me was the very clean and unrippled vertical lines and the very fuzzy horizonatal ones.  Like one of those optical illusions where some people see one thing and others see something else (like the vase or two facial silhouettes).
