Encoding vertical video?

I'm trying to figure out a way to convert horizontal video to vertical without losing any quality. I thought this would be pretty straightforward but it turns out absolutely not.

Anyway, I'm wondering if there is a way to encode vertical video with RAW data? I was thinking that since it is not encoded it might be pretty straightforward to do this but if there's anything I learned today it's that I know absolutely nothing about how video is encoded.

turn the  camera sideways I did this with adtg_gui you need to compile the iso_reseach branch and I ended up with 3000x1250 .Or in post turn the image 90 degree or are you trying to do this in camera ?

you can do it in after effects, or similar program too.
