EMERGENCY - Bit Rate for 60d & 70d

I have a show that I'm recording and I just got notice that I need to change the Bit Rate to 35.  I have a 6d that seems to be perfect.  But the 60d and 70d are wrong!

We have to record in PAL as this is played overseas.

How do I fix this!! We record episode tomorrow morning.

Movie Tab --> Bit Rate (CBR) then change it to 0.8x and also toggle 'on' Bitrate Info so you can actively monitor bitrate levels.
