can't change to high shutter speed movie mode

i can't set anything higher the 1/126th shutter speed in mlv raw or raw movie. what am i doing wrong?

yes. its in manual. i assume its a setting in ML. Optimize for low gello maybe?

Is the camera in 720p movie mode in the Canon menu?
