60D 1/48 shutter speed not working ?!

Hi everyone

I just bought a 60D and tried to set the shutter speed to 1/48 as my fps is 24, but it doesn't allow it, it only sets 1/50.2 or 1/45.xx , is that normal ?!
-P.S. Exposure override is on and on canon menu I tried 1/2 and 1/3 increments and still no use ..
Please help ...
