Canon 600D custom resolution with h264

Hi Guys!

I've searched the forum a little bit, but haven't found the answer for this exact question, which is:
Is there a possibility to use ML to set a custom resolution for the h264 video output?
From what I know, the 600d sensor usually writes 972 lines of video, which are then upscaled to 1080p, and (maybe that's just my opinion) it looks very soft due to that process.
I know, that using raw video could increase the quality significantly, however getting stable raw recording in the 600d is quite a struggle.
So what I would like to achieve is to record video at full 1920x1080, which would be downscaled from 4k (which is roughly the equivalent of 2x the 1080p resolution, that fits perfectly within the sensors size) - this would work simillarily to the 3x digital lossles zoom + downscaling + better crop factor.

Is this possible to do this? Or maybe to just record 4k video with h264?
