Full HD resolution = 1920x1080. That's the specification and it's met.
If you think it's fraud because internal generated lower resolution got upsampled to achieve this: Look for a lawyer willing to go to court.

Canon's H.264 implementation for full HD is actually upscaled liveview resolution.
Except 5D3 where liveview is true full HD.

May I ask which video mode you are using? H.264, RAW or MLV?
RAW doesn't support audio recording.

You will find more info about the filter effect's dependency on angle and position to the sun in the web.
The cam you use right now has 38 mm focal length on the short side ("converted" to full-frame). If you use the 18-55 (= 28-85 in full frame) your field of view will be significantly wider.

Let me decompose this offer (from my perspective, of course):

550D: Not that bad. And ML available for it. 100D is not supported yet.
18-55 IS: According to your first post IS is unneccessary. I would consider an ultra-wide angle lens or fisheye. Manual lenses will do fine for your needs.
Battery + charger: Included in original packages. LiON batteries will degrade with every charging/uncharging cycle.
Fast 32 GB card: What is fast? 550D's card interface is limited to about 21 MByte/s. Cards offering this speed will be about 16 Euro. And for what purpose? Your only advantage will be faster transfer from cardreader to computer.
Bag: I don't use a dedicated bag most of the time. The one I use sometimes was a gift from the company I ordered some paper for my photo printer. Bag can mean anything from there to several hundred Euro. And from: "I can't live with that monster" to "I can't do without". And this may vary with pricing. Or not.
UV-filter: For night photography? I would prefer not to! Read

My 2 cents on touchscreens:
First thing to turn off when shooting stills. Not my cup of tea. Don't like nose activated features.  If you want to browse menus fast: Customize menu.

Touchscreen may be of limited use in video mode because you can change settings noiseless. ISO for example but aperture ...
Or move focus field in liveview.
