Curious to learn if scripting would be an option for the manipulation of the frame rate, so I can create a practical effect using an actor adjusting their speed according to a predetermined schedule.

So imagine there is something moving at a constant rate such as a radar tower and I'd like to use an actor manipulating their speed of activity to give the appearance that the radar tower turn rate is variable, by tightly synchronizing changes in the actors movements to the changes in the cameras frame-rate whilst the camera is recording.

The actor begins moving at the usual speed whilst filmed at 25fps.
After 20 seconds, the actor's speed drops to 80% and the frame rate to 20fps.  (there are now 500 frames filmed)
After 25 seconds further, the actor's speed drops to 64% and the frame rate 16fps.   (there are now 1000 frames filmed)
After a further 31 seconds the actor's speed drops to 51% and a frame rate of 12.5 (or 12) fps.  (there are now 1500 frames filmed).
and so on.
