I've searched the forum, and the only answer I've found was to format the CF card on the computer via card reader, then format the card in the camera. I've done that. I turn on the modules in the firmware settings, restart the camera, and the modules aren't loaded. What could I be doing wrong?

Delete contents of ML\Settings. Retry and report back.
How do I delete the contents of ml/settings? I didn't see that option anywhere.
Insert card into cardreader and access ML\Settings. Delete all files there.
If it doesn't solve your issue: Delete Autoexec.bin and ML directory and copy extracted nightly build contents to card.
Report back.
D'OH!!!! The lock was on the MicroSD card. SMH :P
Lemme test it out, and see if I can do the 4K thing.
