According to Canon rumours, this camera is out there in the wild being beta tested already.
As soon as it hits the stores, what needs to happen in order for it to be in the hands of ML Devs?
Do we need to set up a fund in order to buy a unit? I would gladly donate to support.
First of all you need a dev willing and having the time to do the work.
The first digic6 (or higher) cam is probably going to be a lot more work than a normal port (http://www.magiclantern.fm/forum/index.php?topic=13746.msg167719#msg167719). So your best bet would probably be to start porting work on another, cheaper model digic6 that is already out there (750D/760D is probably the best candidate, 7D2 has dual CPUs) before starting on the 5D4. So there's really nothing stopping you from going ahead and getting started (except of course what Walter says).
We should pass over the 750D/760D.
It's still old sensor technology and hybrid LV AF.
80D looks interesting :

7D2 first please.
why not a Sony A7R ii? At least that camera has more potential and I'm not going to get the 5DM4, switching to sony.
