Title: Can H.264 be improved?

RAW video is fine and all but the one big... big.... downside to the Canon DSLR video is the horrible down sampling it does to the video in H.264. It skips lines on the sensor to down sample the video.

So my question is there anything that can be done to simply improve the detail in H.264. Different codecs or a new algorithm for video? It's probably an tall order but H.264 is not the problem its the cameras processioning that kills the quality.

You can record in crop mode. You'll get 100% pixel readout.
