I know that canon cameras has hdr video function. But unfortunately fast moves creates "ghosting". So is it possible to make hdr video by changing shutter speed every frame? It should not create ghosting.

HDR will cause motion artifacts, HDRx is not an exception. Those artifacts will be slightly different, wheather it is shutter speed or ISO values. DSLRs have exceptional iso performance (even compared to red) so using it is very good idea.
For achieving smiliar results, no motion artifacts but little bit of moire and aliasing - use dualISO.
We have a choice - motion artifacts vs image quality artifacts.
