LG Monitor Flickering/refresh rate issues

Hi... I bought some new Monitor. Nothing spezial. A "LG Electronics 24MB35PY-B".
Put it via DVI on my Graphic Card. Running FullHD (1080p) in 60 Hz.

And the "flickering" (not really a flickering... more like "image slicing flicker" thing) when watching movies, own videos files, etc... driving me nuts.
I filmed my monitor... so here is an example:

I don't know how to fix that issue. Is it the "Refresh rate" of the monitor? The DVI cable?

Update. Second Video:

I contacted LG. They say i should check the Video codec and the cable.
Its not the video codec. I play Youtube videos, too. And even when i browse
slideshows on the internet the monitor flickers. (you can see it in the video)
I also checked the cable. Use different cables. Same problem.

LG schreibt:
"In der beschriebenen Situation ist - bei aktuellen und sauber installierten
Treibern - die Grafikkarte nicht das Problem, ebenso wäre mir auch keine
Einstellung / Funktion im Monitor bekannt, dass den erkennbaren Effekt auslösen
könnte."

Any ideas?

I found a solution. The issue is calles "Screen tearing". WIKI:

there is an online tool to check Screen Tearing:

Solution: I have to turn "Aero" Design ON... at Win7.
Sounds strange. But it works.

Windows Vista and 7 Aero issues:
"Currently Geforce users two imperfect states they can run in. With Aero turned on, the OS can decide to simply
not display frames from an application, even though the application is creating a perfect 60 FPS. With Aero turn off
you will often see tearing no matter what, even if you follow all the other rules outlined in this article. "
