"digital iso" on 500D

 i need some help on a small topic.
On my 550D i can get "digital iso" to work, I.e. ISO 4000, on my 500D i cannot, is set the value and the camera resets to the closest "standard" value, i.e. i set iso 4000 and the camera goes to 3200. is this to be expected?
